What Is Post-Clearance?

Pursuant to Article 73 of the Customs Law No. 4458, post-clearance is the inspection of import or export transactions of obliged parties or commercial documents and data related to subsequent commercial transactions in places belonging to obliged parties by Customs Inspectors and Controllers to determine the accuracy of the information declared to the customs administration after the delivery of the goods.

What Is the Purpose of Post-Clearance?

Post-clearance does not just focus on finding irregularities and mistakes, but it is also a practice that aims to provide guidance and ensures that customs legislation is applied equally to all. The practice is based on risk analysis and is objective. It also includes "guiding" and "assistance" principles. Thanks to the guiding and preventive function of the practice, obligors will minimize their similar violations, avoid useless or errant procedures, and overcome their mistakes and see notice their weak points. In addition to reducing the burden on the customs administration, a well-implemented post-clearance system will reduce the costs arising from customs practices in foreign trade, make a significant contribution to the easier trade carried out in accordance with the legislation, and also enable a more effective fight against illegal trade and informality.

Every year on a certain period, post-clearance for companies engaged in foreign trade is carried out by the inspection unit of the Ministry of Customs and Trade.
